An official ceremony in Bishkek marked the launch of four regional projects aimed at strengthening climate cooperation between Central Asian countries in the areas of energy efficiency, agriculture, and green investments.
The event brought together the Heads of the Diplomatic Missions of the United Kingdom and Germany in Kyrgyzstan, representatives of government agencies, international donors, civil society organizations from Kazakhstan, Uzbekistan, Tajikistan, and financial institutions.
Five organizations began implementing their initiatives after being selected from 28 applicants under the Small Grants and Climate Innovation Fund (SGCIF), funded by the UK Government for International Development. The Fund is part of the GIZ Regional program “Climate Risk Management in Central Asia" implemented by GIZ on behalf of German Goverment.
The German Ambassador to the Kyrgyz Republic, Monika Lenhard, emphasized that all projects share a common goal — moving toward a sustainable future that balances economic development and environmental protection. The UK Ambassador to the Kyrgyz Republic, Nicholas Bowler, highlighted that supporting innovations in energy efficiency will help improve the lives of ordinary farmers: “We want to see as many energy-efficient homes built for people as possible.”
The key selection criteria included alignment with national policies, broad community outreach, economic and environmental sustainability, and cross-border cooperation. For this reason, the projects are implemented by consortiums of NGOs from Kyrgyzstan, Uzbekistan, and Tajikistan.
The CAMP Alatoo PF, together with Geres — an organization with more than 10 years of experience in energy efficiency in Mongolia and Tajikistan — is implementing the project “Green Homes of Central Asia.” The initiative aims to reduce CO₂ emissions in residential areas by promoting low-energy consumption (LEC) housing and energy-efficient modernization methods. Focused on rural and peri-urban regions of Kyrgyzstan and Tajikistan, the project strengthens climate resilience, improves household health and economic conditions, and creates jobs in the growing green construction sector.
Within the project, CAMP Alatoo PF will develop complete design documentation for energy-efficient houses — from architecture and structural solutions to engineering systems — in accordance with low-energy consumption standards. According to project representative Ruslan Ismailov, at least six homes in two residential areas and six ayil aimaks of Chui oblast will be selected for tailored energy-efficient solutions. After an assessment, experts will identify key heat-loss zones and carry out partial thermal insulation. One home will undergo a full energy audit before and after modernization and will later receive certification. Training sessions will also be organized for architects, builders, and credit specialists on energy-efficient housing standards.
Geres representative Quentin Moreau noted that 100 homes in Tajikistan will receive thermal insulation support: “We aim to develop an energy-saving model for rural regions that can be scaled up. In the long run, this will help reduce greenhouse gas emissions.”
The event also introduced other regional initiatives implemented by local NGOs together with partners from Uzbekistan and Kazakhstan. These include a project promoting energy innovations in agriculture, an initiative aimed at strengthening irrigation cooperation in the Fergana Valley, and a program to expand access to climate financing and stimulate green investments in the financial sectors of Kyrgyzstan and Uzbekistan.
