СAMР Alatoo PF to Insulate Residential Houses in Bishkek and Chui Region

Specialists of the СAMР Alatoo PF are implementing energy-efficiency measures in suburban and rural areas of Bishkek and the Chui Region. Within the framework of the Green Homes of Central Asia initiative, residential houses are being selected for thermal insulation in the villages of Kok-Zhar and Zhal, which have been incorporated into the capital, as well as in six ayil aimaks of the Chui Region.

“During field visits and housing assessments in these areas, we identified the main sources of heat loss in rural homes. These are walls, ceilings, and windows. Windows are of particular concern: many houses still have old wooden frames covered with plastic film, and in some cases window openings are left completely unglazed. Therefore, within the project, windows will be replaced with modern plastic ones, and insulation of ceilings and walls will also be carried out,” said Ruslan Ismailov, Coordinator of the Green Homes of Central Asia project.

The selection of houses for insulation is based on several criteria. First and foremost, energy-efficiency measures will target vulnerable population groups: large families, families with persons with disabilities, young families, as well as households where women are homeowners and heads of households. Despite some support from local self-government bodies, independent home insulation is often beyond the financial capacity of these families.

“After the insulation works are completed, the project team will carry out monitoring to assess how fuel and electricity costs have decreased and how the indoor thermal comfort has changed. Most households use stoves for heating and cooking, and during severe frosts they additionally rely on electric heaters. We will also develop recommendations for the population on how to reduce energy consumption without compromising comfort and with benefits for the environment,” explained a specialist of the СAMР Alatoo PF.

Reducing carbon dioxide emissions in the residential sector is one of the key objectives of the project. In this context, one or two houses in the project area will be fully insulated. These houses will serve as demonstration examples of energy-efficient solutions applicable in rural conditions. In addition, specialists, together with architects, will develop designs for five energy-efficient houses to be proposed to residents planning the construction of new housing.

According to Ruslan Ismailov, a memorandum of cooperation is planned to be signed with the local self-government bodies of the pilot territories. The memorandum will define the conditions for project implementation, including support in working with the local population, assistance in carrying out insulation works, and ensuring the safety of specialists.

The Green Homes of Central Asia project is supported by the Small Grants and Climate Innovation Fund (SGCIF), funded by the UK Government. The Fund is part of the GIZ regional program “Climate Risk Management in Central Asia.”
