CAMP Alatoo is providing support in the assessment of a potential renewable energy development project in Kyrgyzstan. The initiative involves the construction of a 20 MW solar photovoltaic (PV) power plant, planned by Chakan GES OJSC with the support of the European Bank for Reconstruction and Development (EBRD).
CAMP Alatoo provided logistical support for the public hearings regarding the Preliminary Environmental and Social Impact Assessment (Pre-ESIA). This study allows for the identification of potential environmental risks at the planning stage and facilitates discussions with the local population. The hearings took place in the villages of Dzher-Kazar and Milyanfan in the Chui region. The organization’s staff assisted in mobilizing local self-government bodies and residents.
As part of the project, the solar PV plant is planned for construction in the Isyk-Ata district along the Western Great Chui Canal. The station will consist of more than 38,000 bifacial panels capable of generating clean energy. According to forecasts, this volume of energy will reduce the load on existing hydroelectric power plants and increase the reliability of the energy supply in the Chui region. The project is part of the national program for transitioning to a "green" economy.
The Preliminary Environmental Impact Assessment indicated that the construction of the energy facility will not have a negative impact on the natural environment. This will be ensured by adhering to mitigation measures such as regular dust suppression at construction sites, establishing a monitoring system for air and water resources, and installing fencing to ensure the safety of local residents and livestock.
The issue of the "environmental footprint" and its effect on public health remains a central topic of discussion with residents living near the future construction site. More than 80 people—including local residents and stakeholders—participated in the recent hearings. They actively inquired about environmental safety and the prospects for the energy supply in their respective villages. All suggestions and comments raised were recorded by CAMP Alatoo specialists in the final protocols to be considered during the further evaluation of the project for decision-making.
