By 2030, Central Asian countries, through joint efforts, will increase climate resilience and reduce vulnerability to climate variability within the framework of the Paris Agreement. This is the long-term goal of the Regional Climate Change Adaptation Strategy in Central Asia, a project approved by the Government of the Kyrgyz Republic. This means that Kyrgyzstan has initiated work to implement this document, resulting in a mechanism for regional cooperation to "overcome the adverse effects of climate change and implement adaptation measures."
Climate imbalance in Central Asia is manifested in rising average temperatures and changes in precipitation levels. The Strategy notes that the highest rates of increase in the average annual temperature are observed in Turkmenistan, and in all countries of the region, these indicators rise in the spring period. According to long-term optimistic forecasts, by 2100, the average annual temperature may rise by 3.3°C in the summer, while a pessimistic scenario indicates a temperature increase of 6.8°C. Additionally, glaciers in Central Asia are shrinking by 0.2-1% per year. "Over the past 50-60 years, 14 to 30% of the glaciers in the Tien Shan and Pamir Mountains have melted," the document notes.
The goal of the strategy will be achieved through addressing the following tasks: (1) strengthening regional coordination on climate change adaptation; (2) creating mechanisms for developing and implementing adaptation projects/programs and attracting financing; (3) enhancing adaptation potential through knowledge accumulation, exchange, and scientific cooperation; (4) developing climate monitoring systems, information exchange, and forecasting. One of the approaches identified is the joint action approach of "together better."
The strategy identifies priority areas for adaptation actions and creating favorable conditions in the most vulnerable areas for all countries: water resources, energy, agriculture and land use, natural ecosystems and biodiversity, and "climate-sensitive" natural disasters.
Sources of financing for the implementation of the Regional Strategy include the national financial potential of Central Asian countries, global climate mechanisms (Green Climate Fund, Adaptation Fund, Global Environment Facility, Climate Investment Fund, etc.), development partners represented by major international organizations and financial institutions.
The document must be coordinated at a high level for political support. In this regard, the Ministry of Agriculture, the Ministry of Emergency Situations, the Ministry of Energy, the Ministry of Economy, and the Academy of Sciences of the Kyrgyz Republic will inform the Ministry of Ecology and Natural Resources of the Kyrgyz Republic on the progress of the strategy's implementation on a quarterly basis. This information will then be transmitted to the Administration of the President of the Kyrgyz Republic and the Ministry of Foreign Affairs of the Kyrgyz Republic.
