Establishment of a UN Convention to Combat Desertification Information Centre in the Kyrgyz Republic

According to official data, between 1.6 and 3 million hectares of 9 million hectares of pasture in Kyrgyzstan are degraded, and between 1.1 and 2.5 million hectares are littered with non-edible vegetation. Over the last 25 years the area of juniper forests has decreased by 18% and the degradation rate has reached 0.8% per year. At the same time, water reserves, in particular glacial areas, may decrease by an average of 30-40% by 2025, leading to a decrease in water availability of up to 35%. The Kyrgyz Republic ratified the UN Convention to Combat Desertification (UNCCD) in 1999, thus reaffirming its commitment to strengthening activities to combat desertification and land degradation. Despite some success of the country in implementing these activities, rural areas continue to suffer from land degradation, declining soil fertility, reduced arable land and water resources. These factors are exacerbated by unstable weather conditions. Similar processes are broadly similar in other regions of the world. Therefore at the 8th session of the Conference of the Parties in Madrid (September 2007) a 10-year strategic plan (2007-2017) was adopted to implement the Convention and important decisions were taken in the field of land and water resources for the countries where the agricultural economy is in difficult situation.

Project Background

In response to the recommendations of the Conference of the Parties, Kyrgyzstan started the process of development and approval of the National Action Plan (NAP) and a framework to enhance the implementation of the UN Convention to Combat Desertification for the period from 2015 to 2020. This work was coordinated by the established National Centre of the UN Convention to Combat Desertification.

As shown by the project implementation, there is a weak system of awareness and provision of knowledge on the causes and consequences of land degradation in the country, both at the professional level and among resource users. Therefore, in order to ensure that all parties have maximum access to the necessary information, the project has developed a communication strategy.

Project Objectives & Goals

The aim of the project was to promote measures and alert specialists, experts and rural communities to measures to green arid land and combat land degradation through the establishment of a UNCCD Information Centre in the Kyrgyz Republic.

Project Result

  • Raising awareness and knowledge of the local community on soil and water conservation technologies
  • Preparation of a working version of the draft communication strategy and its discussion at the expert group meeting
  • Development of practical measures for introduction of soil and water conservation technologies (planting of seedlings, installation of drainage, water distribution structures, etc.) in 4 villages and one leskhoz in the project area.
  • Development and dissemination of printed material through participation in various events and organisation of information activities
  • Transfer and promotion of innovative technologies through pilot projects:
    • mini-projects on sustainable water use
    • mini-projects on planting seedlings to prevent land degradation, income-generating activities for the population
  • Consideration of potential funds for BWC implementation
  • preparation of project proposals
  • Monitoring and reviewing implementation of the National Action Plan and reporting on the UNCCD
    • Regular collection of information on implementation of the National Action Plan for UNCCD
    • Regular reporting on UNCCD CD
