Forests, as the national wealth of Kyrgyzstan, are state property and play an important role in the economy and the improvement of environmental conditions. The unique walnut forests in Jalal-Abad and Osh oblasts belong to the most valuable forests in the world in terms of their pristine beauty and the size of the area they occupy.
Project Background
Apart from the excessive anthropogenic pressure under which walnut forests have been placed in recent decades, key problems are the conflicting institutional and legal frameworks for the use of pasture and forest resources, the weak implementation of existing laws and regulations, the increasing number of conflicts both between resource users and between them and local management institutions. The development and implementation of legal and institutional models for sustainable management of forest and rangeland resources will contribute to their conservation and prevention of conflicts over them.
Project Objectives & Goals
The project aims to introduce modern and sustainable forest and rangeland management models in southern Kyrgyzstan to help conserve biodiversity, adapt to climate change and increase local incomes.
A new management approach has been developed to improve pasture management by the State Forestry Fund (SFD). It involves the local population in decision-making on issues regarding pastures. The approach primarily ensures the active participation of the local community in solving current problems such as:
- Equitable allocation of plots between pasture users
- Reducing the grazing load on pasture plots
- Public control over the implementation of decisions made
- Participatory decision making, ensuring a sense of ownership
Project Result
- A new model for the management of GLF pastures on the territory of two forest services (Kyzyl-Unkur and Achy) of Bazar-Korgon district has been tested
- In 2016, the model was approved by the order of the Director of SAEPF KR
- A District Pasture Commission (DPC) was established at the level of Bazar-Korgon district
- The project supported the infrastructure measures specified in the State Forest Fund pasture management plans: bridges and watering points were built in the forest farms, fencing of the pasture areas was installed
- in order to test rotational use of pastures based on Grazing Response Index approach, two pasture areas were selected on Kyzyl-Unkur and Achyn Forest Services.
