Prevention and mitigation of conflicts over natural resources in northern Kyrgyzstan

Among the causes of conflict in rural areas are the unequal distribution of resources, resource scarcity and conflicting legal frameworks concerning resource use and allocation. Irrigation water, pasture, arable land, forest - these natural assets directly affect livelihoods in rural areas. Farmers use the resources as a source of economic benefit and compete with each other. For example, large numbers of livestock cause a shortage of pasture, whereby the reduction of herbaceous vegetation leads to degradation of the land. These factors often lead to deteriorating relationships and conflicts in the community. Inaction and lack of attention from local authorities and stakeholders can increase the scale of conflict and cause social tensions in the region. Another detrimental impact of conflicts is on the environment, which directly or indirectly threatens environmental disaster and human security.

Project Background

The local community often lacks the knowledge and skills to effectively manage and mitigate conflict. Therefore, there is a need to develop and strengthen the capacity of the population, as well as to raise their awareness of the ways and means to manage conflict situations.

Project Objectives & Goals

The project aimed to improve the approach to the establishment and operation of a regional Council for Sustainable Natural Resource Management at the water basin level, focusing on water, rangeland and forestry sources.

Also, the project aimed to improve coordination of local communities for the sustainable use of natural resources. This contributed to the conservation of biodiversity, stability of income sources, reduction of conflict potential over the use of natural resources, and the development of mechanisms for coordination between traditional and other uses of resources.
