Improvement of environmental monitoring and reclamation tools in the Kyrgyz Republic

The mining sector in Kyrgyzstan plays a key role in the development of the national budget, accounting for up to 9% of GDP. Despite this, mineral extraction and processing contribute to climate change and biodiversity loss in the country, while worsening the quality of air, surface and groundwater, land resources, and more. These factors exacerbate conflicts with local residents, who oppose the environmental damage to resources caused by mining, dispute land ownership rights, and lack sufficient information, among other issues. Moreover, the current legislation regulating the mining sector is variable and unpredictable, requiring limited involvement from stakeholders.

Project Background

The project will (1) contribute to the achievement of national priorities and Sustainable Development Goals (SDG 3 - Good Health and Well-being, SDG 11 - Sustainable Cities and Communities, SDG 13 - Climate Action, SDG 15 - Life on Land); (2) support the national partner and communities in improving environmental protection through enhanced environmental assessment and ecosystem analysis; (3) strengthen land management, including the rehabilitation of abandoned mining areas and forests.

Successful implementation of the project will provide reliable and up-to-date data on risks to communities, helping national partners to identify relevant, effective, and sustainable measures for the future. The rehabilitated land will be efficiently managed and used for socio-economic activities and will also be demonstrated to national partners.

Project Objectives & Goals

The project aims to pilot the Performance Evaluation Methodology (PEM) and improve the regulatory framework for the rehabilitation of closed mining sites.

Project Result

Outcome 1: Training materials for PEM team capacity building at pilot local level developed and validated, and training activities conducted.
Outcome 2: At least one study with local groups is conducted to operationalize their monitoring skills.
Outcome 3: Proposals/recommendations for improvement of legal and regulatory framework discussed with the Contracting Authority.
